I use Easy Thumbnails by Fookes, you can preview the pics in their resized state in the preview window...

i've batch resized a pics folder of over 1000 screenshots at one time...go here to get it: http://www.fookes.com/ezthumbs/index.php?2.6 and it's fast.

For a webmaster that works with a ton of images, getting ACDSee is a must. It is hands down the best tool for many tasks. Including resizing. It will also batch rename, and gives you a ton of options for viewing thumbnails and such. Well worth the investment.
