Are we allowed to use banner exchanges to generate traffic?

If they are upsells then NO but if for trading a bit of traffic then of course. Do not make a banner farm. Some discreet little banners will be ok, just because we say that it is ok some people go to the extreme. Your primary goal is to sell your site not somebody elses.
