I just bought a membership for one of my employees and was cascaded to the second biller before my CC was accepted. And I was not very happy about the process.
There is no error-message or explanation why you are asked for your CC-data a second time. You simply land on a new page where you are supposed to repeat what you just did. Now, if I was a potential customer then I would worry about being billed twice.
Therefor my suggestion would be that anyhow who is being forwarded to a second or third biller gets some message like
"There is a temporary problem with this billing company. Therefor you are being forwarded to a second billing company. Please enter your data again. You will not be billed twice. We apologize for the inconveniance".
